Can the UN take an action againest USA?

The answer is not too much other than spend a lot of money. Now for specifics - We are not occupying Iraq, we have authority from the UN and will need an agreement with the Iraq government to stay. Same type of situation for Afghanistan. You either are uninformed or just starting stuff!!!
