Is Governor Walker wrong for threatening to layoff public workers if Senate Democrats don’t return?

Since the State Senate Democrats in Wisconsin are still refusing to vote on the bill that would limit public employee Collective Bargaining opportunities (not rights) as well as an increase in benefit contributions, is the Governor wrong for giving them an ultimatum of either return back to the state and cast their vote on the bill, or the Governor will layoff public employees? If that is the case, would those lost jobs be on the hands of those Senate Democrats, or will it backfire in the face of Governor Walker?
