Lead in Porcelain Glazes - not in contact with food?

I know that some porcelain glazes can contain lead. Is this only a concern if the item is going to be in contact with food or water? I'm wondering what the likelihood is of lead in the glaze of a porcelain Christmas tree ornament or a figurine leaching out during normal handling in amounts large enough to harm someone.
