Is this animal abuse?

or am i overreacting? i was over at a guy's house with my bf and his friend. the owner of the house has a little Yorkie. the yorkie jumps on the couch where my bf's friend is and nuzzles into a blanket. Bf's friend gets up, wraps the dog in that blanket and swings him around (dog is kicking and squirming in it) and then swings him over his back like Santa Claus. Is that PLAYING (guy knows the dog) or animal abuse?
